About the Planning Council
The planning council operates in accordance with the Ryan White CARE Act, a federal legislation. We are funded by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), through a Ryan White Part A grant.
Section 2602(b)(2) of the Public Health Service Act mandates specific membership categories that must be represented on the planning council. Members are appointed by The Mayor of the City of Paterson, New Jersey, who serves as the CEO of this Transitional Grant Area called the Bergen-Passaic TGA. The planning council is responsible for carrying-out decisions with regards to:
- integrated/comprehensive planning
- assessment of needs among people living with HIV/AIDS
- priority setting and resource allocations
- development of a Continuum of Care
- evaluation of the grant administration
The Recipient is The City of Paterson. It administers and monitors the grant funds, which are awarded to providers, also known as subrecipients that offer healthcare and support services to people living with HIV/AIDS in the Bergen-Passaic TGA. Subrecipients include hospitals, clinics, community-based organizations and other applicable healthcare agencies.
Planning & Development Committee (P&D)
The P&D Committee assists the planning council with the mandated activities set forth by HRSA. P&D is charged with overseeing the Integrated HIV Prevention and Care Plan 2017-2021 and takes the lead in the development and implementation of an extensive needs assessment, the priority setting and resource allocations process, the Continuum of Care model, updating Service Standards definitions, and Directives to the Recipient.
Community Development Committee (CDC)
The CDC is responsible for membership recommendations, community engagement and events and preparing the agenda for Day of Capacity Building. Aligned with the planning council’s overall mission, CDC works toward helping PLWH get the continuous care and support services they need by promoting available resources.
The Steering Committee, commonly referred to as the Executive Committee, is made-up of the Chair, Vice Chair, committee chairpersons of P&D and CDC and two (2) at-large appointed members only. The Steering Committee ensures that all the work of the planning council is completed in a timely and efficient manner.
